I would like to slow down the download speed on a computer. Sounds
silly. However I have a hostel where there a number of computers
where my residents like to watch videos. Consequently I will run out
of Gb very soon. How can I slow the speed? Glenn.

What is the speed of your service that you're paying for? Is there a
slower service available? Might even save you some money!

I am certainly not an expert in this field but I do know that there is
equipment you can purchase and install inline with your ISP, router, WAP etc
that will throttle the speed that can restrict access to the internet for
one or more people. My school had to install it since there is only one T1
line at the school with up to 100 students at a time attempting to do just
what you are trying to prevent. The instructors didn't have much access to
the internet when the students were online.

I would recommend contacting a good local networking firm or even your ISP
to see what is available and at what cost.

This would probably mean that your Internet connection has download GB
caps. You will need to locate a more advanced Internet router which
will let you to do "traffic shaping." Traffic shaping (packet
prioritizing) is a method of assigning access rate priority to
different Internet traffic (ex: priority for email (POP/SMTP) greater
than web browsing.)

Other than this, you may need to add a "proxy" server where you can
centrally manage the Internet access.

Sure there is. It's called dial-up. I'm using it right now. No
problems with filling up the HD.
