how to setup stationery for new emails

I used to set this up on Outlook 97 with no problem. Now when I am trying to
setup stationery in Outlook 2003, if I say it is a template it is looking for
an .html file. Every time I load this it only shows a red "X". If i load a
picture for the stationery it loads it but when I open a new email instead of
my image being the background it repeatd my image over and over. In this
instance it repaets my logo 4 times on a new email message. I just want my
image to be the backgound of the email like it used to do in Outlook 97.
