How to setup multiple user account permissions in FP 2003?

I have attempted to setup permissions for multiple user accounts for a web
site so people can log into the site and edit the site. In the past I have
used the Tools > Server > Permissions. I can get that screen to come up
however selecting add an account, it asks me for my login once again and
everytime I put in the administrator account, it keeps coming back up asking
again and again. It is like the only user account we have right now (the
admin account) will not work.

Is there another way you can setup permissions for users to edit the site
without giving EVERYONE the administrator account?

Is this a problem on the web hosting company's end that they cannot figure
out?

The web hosting is a Windows 2000 server.

Very frustrated as I have been dealing with this issue for over a month now
and all the work is volunteer for the non-profit's web site. We attempted to
change web hosts as the last one was terrible. Now I am wondering if this one
is even worse.

Each web host has the ability to allow or disallow the you to be able to set up unique users, you
need to check with them to see if this is a feature of your hosting account.

Well this web host seems to think it cannot be done. This was the response I
received when I was asking how to get it to work:

Unfortuantly the way that Microsoft has designed Front Page server
extensions, they can only be installed using one user account. You can
attempt to use multiple accounts with front page but this may cause an issue
with Front Page not working properly or failing to work at all resulting in
the extensions needing to be reinstalled. Microsfot has made the statement
that the 2002 Front Page extensions are the last ones they will publish and
they will discontinue all support for FP extensions in the next few years, so
there is no hope of Microsoft updateing or correcting any issues that FP
inheritently has.

I would think that they would just let me know that they do not allow this
instead of telling me it was not possible. I know it is possible as we have
it with our old host which we are leaving due to terrible support and lots of
downtime. I think we jumped into an even worse situation.

The host can add the users on their end with the necessary authoring permissions for specific
subwebs / subsites. Sound like the host has installed the extensions on a per account basis, instead
for the entire server, however this is their choice of configuration.

My host doesn't allow me to set unique permissions, but will set them when requested, because there
is a issue with that area of the extensions and how they have their server configured.
