How to set file extension?

I'm trying to associate a file extension to a program I've created. I
have
browsed for the program in Windows Explorer | Tools | Options and set
it there. However, Windows always keeps Notepad as the program that
should open this file.

I'd did the exact same steps a few days ago and the program was fine.
I'd double click the file with the specific extension and it would open
my program. Now I can't set it at all. Does any one know how to get
this working?
