how to set encoding to be permanant

I get the e-mail from korea constantaly, and everytime i get the message i
have to first open it and point to view and point to encoding to read it.
is there any way this to be set permanantly?
 
Hi,

You should use double click on the email so that it opens then go to view
and Encoding
