how-to schedule task to run during processor idle time

How can I schedule a task to run when the processor utilization has
been under a certain percentage during a period of time? "Run when
idle" in Task Scheduler does NOT refer to CPU idle time; "idle" to
Task Scheduler means "no keyboard or mouse input". Is there some type
of 3d party Task Scheduler that would do what I want?

What type of program is it?

Automated defrag, even though run at low priority, was slowing things
down when I just happened to be running other CPU/HDD intensive
programs. Overnight MPEG conversions, for example. I was suprised that
the Task Scheduler's definition of "idle" didn't meet my expectations.
It doesn't matter what I'm running, really; I'm interested in the
general question in the topic.

I found an interesting script at

"Monitor Processor Use" under the "Monitoring" script category can be
modified to perform a multitude of tasks after period of specified CPU
load. There are other scripts for performance monitoring, as well.

I'm still interested in any other such scheduling tools. Any other
ideas?
