How to save a shared border in FrontPage 2003?

When I put a picture in the top shared border everything is OK, but when I
save everything and close the program it disapears - it looks that it is
imposible to save the picture in shared border. What can I do?

Do you have a FP Web Site (not just a page open) in FP
- and is the image file in your FP web site

Yes, the site is created by FrontPage; the image file is in FP web site.
