how to restrict internet access by accounts on the NAT server?ISA is not suitable

i have a Win2000 server running NAT as a proxy server servering for all the
clinets in the intranet.No domain,no DC.
i have set the local accounts as the userlist on this server.how can i
restrict the internet access if the client's account and password is not
correct?
