how to restrict internet access by accounts on the NAT server by using GP?

i have a Win2000 server running NAT as a proxy server servering for all the
clinets in the intranet.No domain,no DC.
i have set the local accounts as the userlist on this server.how can i
restrict the internet access if the client's account and password is not
correct?
I mean can i fulfil this purpose by using GP? Clients who cannot pass the
authentication will be denied to using NAT resource.Is there any GP setting
like this?

Just to be very clear, NAT is not a "proxy server". To get the proxy
functionality you want you will need a proxy server like ISA Server. See
www.microsoft.com/isaserver
