How to restore Windows XP Home without reformatting

I have a Compaq system running Windows XP Home. The
system will not get past the screen that lets me select
Normal Boot or Safe Mode. No matter which option I
choose After this screen the system reboots. The only
option when using the Compaq restore CD is to reformat
and start over. If I put the Windows Operating System CD
in the drive and reboot, it allows me to choose either to
install the operating system or repair. I choose repair
and I get a screen that asks which Windows installation I
want to restore. I select the installation and press
enter. I get to a prompt C:\WINDOWS. What do I do now?

The usable commands and actions are listed in Q314058
(like chkdsk and such). Otherwise, do not select "R" for
recovery console, but go to the installation screen and
then select "R" for a repair.

I followed your info, but problem is still the same.
Isn't there a way to do a reinstall without reformatting
the drive?
