How to resolve error message 0X8004210A

I have Outlook 2002 with my Office XP Small Business. I have downloaded the
Office XP SP-3 update and still I receive the error message of "timing out".
Sometimes, I am not getting all of my email. Does anyone have any tried and
successful fixes for this problem? I am understanding it has been a problem
with 2003 Outlook also.
