How to reset User Default UI Language?

I am developing a multilingual application on Windows XP professional. The
Multilingual User Interface Pack is installed on the machine. My problem is
that - no matter what language I select in my "Regional Settings", the user
default UI language stays English. My question is:

How can I configure my windows to force the GetUserDefaultUILanguage()
function to return a specific language ID?

Hi,

You may have better luck with this question by asking in a group specific to
the programming language you are writing the application in, as this group
deals more with the user shell on a more basic level.
