How to repair link bar on index page?

I have not changed or published my website for about a week, yet suddenly
today my Index page has lost its formatting and link bar! It appears to be
fine in FrontPage 2003 on my hard drive, and I have republished from there,
but online it appears without formatting and without links.

Any ideas on how this occurred and how it can be fixed?
