How to Remove Encryption from a Folder

hello everybody
i am facing a problem decrypting a file, i formated my pc
after i encrypt it without knowing the private key, i
logged in as admins but still when i am trying to open
this file he said access is denied with this message:
Error Applying Attributes
An error occurred applying attributes to the file:

Path:\Filename

Access is denied

when i try to add myself it gives me this message
Error in adding new user(s). Error code 5
please help.........

would it help if i reinstalled an old version of operating
system like 98 or ME and converted to fat32, is the
encryption integrated to the file it self or the the xp os

No.
If that would work, encryption would be worthless.
You need the original keys, they can not be recreated by simply
recreating the profile.
That is why it is necessary to fully understand encryption as stated
in the link in my other post before using EFS.
