How to reduuce speed of local area connection

Hi i have a fast LAN connection in my office. I want to test my application
in a slow connection environment. can i adjust the speed of local area
connection in windows 2000.
 
If it's Ethernet, lock your environment to half-duplex 10M (NIC
Properties/Advanced) or temporarily replace network switches on legacy hubs
