How to recover items deleted from "empty deleted items folder"?

When I right click on the Deleted file icon I don't see the option to recover
delted files
 
Are you using Outlook? With an Exchange Server? With a MAPI account? With
cached Exchange mode? With deleted item retention enabled? Deleted File
icon? Deleted Items Icon?
