How to recover an Outlook file

I can see an XML editor file (C:\documents and settings\local settings.....
but I can not open it, it keeps asking me for a new "swithch" ????

If you are truly asking a question about Outlook (not Outlook
Express), ask your question - with a lot more detail - in

microsoft.public.outlook or microsoft.public.outlook.general
