How to re-initialize the USB port?

Frequently when I detach my System from the docking station and then
later attach it again, all the LEDs on the USB hub that is attached to
the docking station remain red (they should turn green again, if the
corresponding port is properly (re-)initialized and functioning) and
consequently all USB devices that hang off that hub remain unusable.

Even disconnecting the USB cable from the docking station and
re-connecting it again triggers nothing. Not even connecting it to the
system itself (i.e. not via the docking station) does nothing. The USB
port appears to be "dead" and can only be "reanimated" by rebooting
the entire system. :-(

Is there some tool that allows to trigger a reset or re-initialization
of the USB driver, so that one can reset the USB ports but avoid the
reboot?

Does this happens with all USB devices? Does it matter if the computer goes
into a hibernation? You could try enabling and disabling USB in Device
Manager. Check with the computer manufacturer for a BIOS update. Also, are
there any BIOS settings for USB that you can try tweaking?
