How to re-enable the ability to Change File Extensions?

Hi,

Problem: The buttons to change File Extension associations
are all disabled, for all file extension. What could be
the cause? How to make changes?

Background:
I am the adminstrator (both local & domain) of a
particular Win 2000 server. After installing an app (ACT!
2000), a file extenssion clash has been created (with
Crystel Reports for the RPT file extension).
I need to re-associate the RPT extension with Crystal
Reports.
This box is running Citrix MetaFrame and is hosting ACT!
2000 and Crystal Reports.

Suggestions?

Thanks for any insights, Technet knowledge base has
nothing mentioning this condition.
 
Have you tried right-clicking the *.rpt file and choose "open with", then
mark the box "always open with..."?
 
Hi,

Thanks for your input. I did neglect to mention that I
tried that too (that was the first thing I did actually).
Howver that "Always open with this app" checkbox is also
grayed out. This server appears hell-bent on leting anyone
change file associations...

Any other suggestions, anyone?
