How to password protect Outlook?

if my computer is up and running, I don't want anybody walking by to be able
to pop open Outlook. How do you set a password just for opening Outlook?

You can't in the scenario you present. What you DO do is to password-protect
your User account, then lock the screen when you leave your
computer...(Windows key + L)

That won't help the OP if Outlook is already running, as he implies.....
