How to optain a fix from Microsoft

Logon Request Rejected. How do I get the supported fix
from Microsoft. I'm unable to logon to any user on the
computer, even in safety mode.

This issue is fixed upon installation of SP2. If you want
that specific hotfix, you'll have to contact Microsoft support,
just like the article instructs you to do.
