How to modify "drop down" menu (RMB on message) in outlook 2003?

There is a way to modify tool bars and menus by Tools->Customize....
But the "drop down" menu when you right mouse click on a message, is not one
of those.

How to edit it, or is this "impossible" for a normal user?

It's "impossible" for a normal user. (which is to say it can be done, but
the way to do it isn't exposed to normal users; only developers).

It's impossible for a normal user and almost impossible even for advanced Outlook developers.
