how to modify attachment size when sending

A fellow coworker was wondering why on our Version of Outlook 2002, she seems
to be only one out of 200 employee's on our floor that she not able to send
up to 5mb thru email. She has no problem receiving files up to 5mb. I was
wondering if there was a way to modify attachment size thru the Outlook
program. I told her that I thought it was controlled through the Network
Administrator and that they have control over this issue. Yet I told her I
would double check for her.

Nothing the individual can control. Is this an Exchange-based environment?
What is the exact text of the error she gets?
