How to make OL "notify" if emails are stuck in OUTBOX? Add-on?

Hello folks!

I'm looking for a way to make Outlook (XP or 2003) "tell me" if there are
emails stuck in the Outbox.

As you all know, every once in a while, emails get stuck in the Outbox,
for any variety of reasons. Then NO emails get sent, and if the person
doesn't exit Outlook, they won't know that emails aren't going out, and
this can go on for days.

Is there a setting, or an add-on, which will cause Outlook to NOTIFY YOU
if there are emails in the Outbox, either every hour or even once a day?

(this isn't for me, it's for my boss, who won't remember to simply
"check".)

AFAIK, there are no add-ins to let you know that Outlook is broken. If you
have this problem, please post the symptoms so someone can assist you to
alleviate this problem. Mail stuck in the Outbox is not the normal Outlook
behavior and needs correction, not a utility to notify you that Outlook is
misbehaving!

Create a repeating task that reminds you every hour to open your Outbox to
see if there are old messages in it. Click the Outbox each time the
reminder occurs.
