how to log on explorer caused an error in Browseui.DLL?

Windows ME and Microsoft XP Standard for students and teachers;
unable to log on computer message reads "Explorer has caused an error in
BROWSEUI.DLL Explorer will now close if you continue to experience problems
try restarting your computer". Unable to shut down computer properly;shut
down by using Ctrl +ALT +Del. Restarts with the same message "Explorer has
caused an error.."
