How to launch Outlook 2003

Outlook 2003 has stopped opening. Nothing happens when I click on the desktop
icon and it won't launch when I right click and hit 'open'. It also won't
open from the programme files. The last time I was in outlook I kept getting
send/receive errors and asked for my password.
 
There's only one Outlook process in Task Manager. Do I cancel/erase it? I
tried the actions on the web site you gave but nothing worked.
 
Yes, you have to end the task. None of the methods described on the website
will work if there are any instances of Outlook running in the task manager.
Outlook has to be closed.

Besides killing all instances of outlook.exe, also kill all instances
of winword.exe (which gets loaded if you opted to use Word as the
e-mail editor). Else, do a reboot.
