How to Install Internet Explorer Enhanced Security on Windows XP?

Windows 2003 has a nice option included as a "Windows Component" named
"Internet Explorer Enhanced Security". Does this act as a filter on top of
Security Settings such as "Trusted Sites"?

How do I install this additional level of security on a Windows XP box?

When you select the "Internet Explorer Enhanced Security" in Windows
Components, you have the option of installing for just the administrator, or
also for other users. Is a reasonable configuration for this tool to
protect just the administrator's account, if you have taken the time to
severely restrict what individual users are capable of doing to the file
system or other parts of the system? I've noticed that you cannot even
download files from some sites with the enhanced security turned on, even
after adding them to Trusted Sites, even after loosening up the default
Internet Explorer security permissions. Probably I don't want to make
ordinary end users endure that level of lockdown and would prefer to prevent
them from doing any system damage by restricting their file system access
and using group policy rules.
