XP provides Movie Maker 2. It is part of XP and free.
If you have never used it, click on Start, All programs, Accessories,
Entertainment, Windows Movie Maker.
When Movie Maker opens, look under Movie Tasks, Import Pictures. Click on
Import pictures. You then select the pictures you want and you can add music
etc. etc. etc.
Movie Maker does a very nice job. Picture quality is outstanding. However,
there is a bit of learning to use it to produce a good final product.
Nothing very difficult, but still some learning time is required.
If you want to make some short stories with still pictures, music and
narration you can use a very easy to use program from here:

Very easy to use (all directions are on the screen, you just follow them)
and good to use for say about 5-6 pictures to e-mail to a friend or maybe
10-20 pictures for yourself. Picture display quality is outstanding, the
limitation is that you can add only one song to the pictures (the same song
will play again and again while the pictures are displayed, although there
are some tricks to augment this if you know how to stitch music files
together). The other limitation is that unlike Movie Maker 2, once you save
the file you can't open it and edit it to add more photos. So, it is your
choice. Movie Maker 2 offers more capabilities but it takes more time to
learn while there is nothing to learn with Plus but it is more limited.
