How to I stop my entire document for reformatting?

When I apply a format change to a single line, the entire document reformats.
Ctrl-z will correct the reformat and leave just the selection changed. Why is
this happening? How can I stop it?
I see this happening in both Word 2003 Doc and the same doc in 2007.
