When sending email in Windows Mail how do you set it to block all the
receipents of the email from seeing all the others that it has been sent to?

Put all the addresses in the BCC: field

If you don't see the BCC: field, click on View - check All Headers

as Dave said use the Bcc field.
and additionally put your own address in the TO: field, some programs will not receive mail with blank TO.

(e-mail address removed)

Do you know how to hide receipients addresses from sender when forwarding
their email to someone else?

I put their address in bcc.
