How to have picture attachments also open in the body of an email

I know how to send an email with a picture attached. I would like the
picture to simultaneously be open in the body of the email that I send. I
use Outlook Express at work and figured out how to do this through View,
Options, Send, HTML and checking "Send pictures with message." At home I use
Microsoft Outlook 2003 and cannot figure out how to accomplish the same
thing.
