How to view pictures in the body of an email, rather than as attac

I am using Outlook 2003. When I send people pictures, the pictures do not
show us in the body of the email as they do in Outlook Express. They show up
as attachements at the top of the message that you need to double-click to
open. I would like to have the picture show up in the body of the emai AND
as attachments at the top of the message. Can someone help me figure out
what to do here?

Create a new message. Make sure its format is html. Click in the message
body and hit Insert-Picture...
