How to have image and text pairs on top of each other wrap around. Exp. 12 images with labels.

How can I setup a web page without using tables, that has centered per line;
image thumbnails and a label right under it go horizontal on a page and wrap
around as the page gets larger or smaller. So the top line may have 7
images and the bottom 5 images and both lines have the images/labels
centered.

I hope this makes sense.

Real world example:
To show 12+ static image thumbnails and the matching text labels under
them that once clicked on, shows a larger image/page. I figure I want all
thumbnails and labels to be in the field of view without scrolling, so I
can't go vertical.

Create a table w/ cells for your thumbnails and labels

That wouldn't give him the wrapping effect he wants, however. I'm trying to
cook something up using CSS....
