how to get the file " mscorree.dll" ???

here i'm back again; since hours i try to solve the error
report "runtime error 5 at 00404313"
now, i think, i am a step forward,- but as a nonexpert i
need your kindly help, please:
i've found the info:
"C:\program files\common files\install
shield\professional\runtime\0700\intel32
\DotNetInstaller.exe" cannot access a necessary file
"mscorree.dll"

i have no idea, what this should be, but more important
is , --- but how to get this file and how to install on
my computer ????
