How to get message tracking information?

I am using Outlook 2003 on a MS Vista Ultimate system. My ISP is att.yahoo.
I don't seem to be able to use the message tracking option offered with
Outlook 2003. I have carefully set this option up for receive and read
receipts.
I send a test message to one of my e-mail addresses and upon receipt am
prompted for read permission. I reply yes.
However, I am unable to obtain a tracking tab as I open the sent message, or
any other indication of tracking. I would at least like to verify delivery.
Any help would be appreciated.

Outlook's features like tracking can be used only with POP or IMAP mail. If
you are using free Yahoo web mail, it's better to use your browser. You can
use Yahoo's help pages to set up Outlook 2003 to work with att.Yahoo here:

I'm not sure any of the OL features will work with Yahoo. It's still free
web mail. OL is better for POP mail. I'm sure att has their own POP mail that
would be better with OL.
 
Outlook 2003 does work well with my POP 3 att.yahoo ISP.
I have found that the tracking option works if the reader selects OK to
answer upon opening the received e-mail and the program does deliver the
receipt to my in-box as I have specified. However, if the reader selects not
O.K. to answer nothing is received or indicated that would indicate the
message was in fact delivered.
Often this is information I desire. How can i, or can I, find out that the
information has indeed been delivered to the specified address. What I am
interested in if the address I have sent to is an active address and that my
message has been delivered to the receiver regardless of whether it has been
read or not.
