how to get back shutdown option

I have installed this security camera software for a geovision card and
it disables task manager, lock computer, change password, log off and
shutdown. I have managed to get them all back but the shutdown. when I
hit Ctrl-Alt-Del the shut down button is grayed out and there is no
shutdown or log off button on the start menu. Anyone know hos to fix this?

DWORD: NoClose

Set the value to 0
