how to get administrative rights on user profiles ?

Hi

I am using win 2000 serverwith service pack 4. active directory installed.
group policy implemented. and 200 user profiles reside on server.

By default, Administrator has no rights to user profile folders. but i want
it......

Please tell me detail, how can i get it ???
