How to get a hotfix? (kb article 884038)

I've got the ODBC problem described in KB article 884038, and I need the
hotfix. I'd prefer to get it without having to burn one of my two "free"
support emails to MS. Shouldn't I be able to get this somewhere, without
having to go through this nonsense?
