how to freeze only one row

when i chose freeze frame from the windows menu it freeez the first 17 rows.
how do i get it to reeze row 1 only ?
 
The panes that freeze are above and/or to the right of the location of your
cursor when who select Windows > Freeze Panes. If you are getting the first
17 rows freezing, than your cursor was in Cell A18 when you froze the panes.
Click Window> Unfreeze panes, move your cursor to Cell A2 and click Window >
Freeze panes. This will freeze row 1.
