How to fix WMP 10 C00D11AB & Outlook Express 0X800C013A,5 (Msoe.dl

I upgraded to XP SP2, then upgraded from WMP9 to WMP10. WMP9 was working
fine and the memorex CD-RW discs I was using worked fine. After upgrading, I
choose the songs, insert my disc, and click start burn. The music selections
are converted, then WMP10 immediately closes the disc and displays "Cannot
burn files to CD (error ID=0xC00D11AB, condition ID = 0x00000000. Also since
upgrading to XP SP2, Outlook Express will not open. I get error message:
Outlook Express Could not be Started Because Msoe,dll Could not be initiated.


I've tried going uninstalling XP SP2 and WMP 10, to no avail, so I
re-downloaded and installed XP SP2 and WMP10. I'm lost and I hope someone in
this group can help.
