how to fix sending error 800CCC7D can't find it?

I upgraded from office 2000 to 2003 and now certain contacts I can't send to
I get this error now. my outgoing SMTP does not support SSL secured
connections. It isn't an ISP problem I called and they said check microsoft
for this error but not been abe to find anything on it....plz help if u know
where or how to fix this!!
 
Unfortunately I don't have an answer as I am struggeling with the same error
message and not able to send mail (I do receive mail). I hope there is
someone who solved this before?
