How to find what applications are attempting to dial out?

Frequently the "dial-up connection" window pops up casking to dial out.
How to I find the application that initiates this?
 
No -- I run ZoneAlarm which only report when something attempts a
connection when the ISP be connected.

Go to Tools; Internet Options; Connections tab and make sure that
"never dial a connection" is checked.
