How to enable Work Offline for many users

How should I do to enable Outlook work offline feature for 200 users.
I was thinking if this is possible to do from Group Policies.
Does someone knows if there is a simple way to do that instead of going to
each pc and activate this feature from the client.
This is regarding Outlook 2003 with Exchange 2003.
Any ideas to do this with least admin effort will be much appreciated
