How to enable regedit?? PLZ HELP!!!

My registry editor has been disabled..i can't run some programs an error message pops up which says registry editor has been disabled by your administrative
i installed fixswen inf.file to get the regedit back, it comes back but when i reboot the pc it disables again!!does anyone know how i can enable it back again??
