how to enable font button within mail format tab

I am trying to change the font size for composing email
with outlook 2002. When I click, tools, then options,
then select the mail format tab, my font button (under
stationary & fonts) is greyed out. How do I get this
enabled?

Font button only appears in HTML mail. Change the format in the email and it
will be available.
