how to enable add/remove button?

hi
i have Xp on my comp
somehow i am not getting add/remove button in add/remove programs .
because 0f this i am not able to uninstall any software .
how to make that
 
i have windows xp and it keeps coming off for some odd reasonand i trying to
get it back please help me
