How to do 'Run As' at the same time as running 'Services.msc'?

From Start->Run menu, Is there parameter I can use to run Services.msc
under my account when current user logged in has less priviliges than
me?

What about Internet Explorer?
What's short cut with parameter for IE that I can type my login and
password on the fly without using mouse click?

I did "Runas /users:DOMAIN\UserNAME services.msc"
and I get
"193: services.msc is not a valid Win32 application.".

Any suggestion?
