how to disable the "helpful" cursor popups

Even here its doing it ("enter your message" it nags), but it's especially
distracting in wmp. If the cursor even rests close to music, up comes the
box with the name, that rating, other information I can get by simply reading
the screen. I wind up looking away from what I am doing to see what the
popup screen is doing there, then having to re-focus.
I looked in display (nothing), unchecked show popup description for folder
and desktop items, then clicked on "apply to all folders". Nothing can kill
this thing! Does anyone know how to disable it?

Most common for laptops. Other than that, try the WMP groups.
