How to Disable StartUp Group Items in Terminal Services Session?

I have a Win2k server running an older app which needs to
be in the Start Menu's StartUp Group.

I need to be able to Term Serv into that server and NOT
have that entry launch.

Is there a way to disable StartUp Group items from auto-
launching in Terminal Services sessions?

You can do this with Group Policies.
Create a GPO for normal users, enabled "Folder redirection" for the
Start menu. Redirect them to a Start menu that contains the
application.
On the security tab of this GPO, make sure that Administrators have
"Deny" for the right to "Apply this Policy". That way, the GPO is not
applied to Administrators, but they can still edit the GPO.
