How to Disable Context Menus

I'm trying to remove the menus that appear when a user
right clicks items in the Start Menu (programs or
directories). We're operating in a Windows 2000
environment, and using local policies. We are not
currently using AD.

I've already tried most options using gpedit.msc, but none
have worked to remove or disable the menus that appear
when you right-click items under the Start Menu. Any
ideas would be appreciated!

The policy to "Disable dran-and-drop context menus on the Start Menu" and
"Disable Context menus for the taskbar" should take care of this concern.
Look under "User Configuration\Administrative Templates\Start Menu and
Taskbar"
